2 Films: Boy With Headache Has Twin Brain; Orphan Kills Foster Familiies

There are two horror films I'm trying to remember the name of:

1. A boy has chronic headaches, and when he goes to the doctor they open his head up and discover a set of eyes in his brain. He apparently has a twin who didn't separate.

2. A 90's anthology of three horror shorts about an orphan boy who kills his families. The third short ends with a huge fire.
