60's Film Where Asylum Doctor is Really Patient

I'm looking for the title of a 60's film where a couple goes to check out an insane asylum.
The film is set in the 1800's. As the couple tours the asylum with the doctor, they see all sorts of crazy people - one woman even does a crazy belly dance.
Come to find out the 'doctor' is actually a patient who murdered the original doctor and has taken over the asylum.
Please help me figure out the title. I have been wanting to watch this movie again.
