60's Horror With Pig Heads on Human Bodies

Hello,

My father-in-law saw a movie in the 60's that had a cave in which a bunch of Roman soldiers were beheading people and repalcing the headless bodies with pig heads.

He says that he doesn't remember much else about it but that maybe they were being turned into slaves.
