70's Film - Boy Living Under House is Coaxed Out

Hi - there was a movie that played on TV in the early 70's (not sure if it was ever a theatrical release).

In the end, a dark haired boy about thirteen years old comes out of the house he's been living in, secluded, for years. I believe his parents had died.

We see him coming out of the basement / underneath of the house toward the people that are trying to coax him out into the real world.

What is this movie? I though it had Scott Jacoby in it, but he wasn't old enough at the time.
