70s Horror With Black Choker

I am looking for the title of a horror movie that was made in the late 70's, maybe early 80's.

All I can remember is that there is a lady who wears in Victorian styled dresses and wears a black choker collar. At the end of the movie, the collar is removed and the lady's head rolls on the floor.

Can anyone think of the name of this movie?
