70s Horror with Twins, One Alive the Other Dead

There was this horror movie from the 70s and I saw it when I was a little kid so I don't remember too much of it clearly. I believe it was in a rural setting reminiscent of 'The Waltons' and I believe there were twins, but one was alive and the other had died.

The living twin could see and talk to the dead one who, if I remember correctly, did all kinds of creepy/bad things that the living one got blamed for. In fact, he kills a baby by drowning it in a barrel. I can still recall the image of the cover being pulled off and there's the baby in the water!

At the end of the movie I think some lady (mom, aunt???) sets the house on fire and kills the boy (boys?)
