70's Satanic Cult Film Where Doorway To Hell is Over Suicide Victim's Grave

I thought I saw this 70's film on Movie Macabre, but after digging though descriptions of all of the movies that ran on Elvira's show, I still haven't found it.
It was along the lines of an AFI or Hammer film.
A couple have themselves a little blood ceremony -the kind where you each draw a drop of blood and press your fingers together to mix it.
Unfortunately they did this in a cemetery over the grave of a suicide victim, which we later find out is a doorway to hell (apparently all suicide victim's graves are doorways to hell according to this flick).
The middle of the film is hazy for me since I was just a youngster at the time, but the thing I remember most is this:
The heroine's younger sister winds up in a zombie-like state and is tied to wooden beams by her hands. She's suspended over a water-wheel sort of apparatus that tightens another set of ropes as she walks on it. The ropes are about to pull her to pieces, but she regains a little of her sanity and knocks over a candle before that can happen.
She dies in the ensuing fire, but heroins escape.
Any ideas?
