80's Bio-Hazard Zombie Film

I am looking for the name of a zombie movie from the 80's that I can best describe as similar to the original Resident Evil.

It starts out in a huge lab facility that works on all kinds of bad stuff for the government. There is a female that works in a control room watching security cameras all day and she's told to seal the building if there is a breach or possible contamination. One day this happens, and with the push of a button she closes all outside doors, trapping the workers inside to become some kind of killer zombies (similar to what happened with the computers in Racoon City). I thought the movie was called 'Protocol' but could not find it on IMDB.com
