80's British Film With Couple Trapped in Foggy Town With Monsters

There's an 80's British movie I saw when I was a teenager and I thought someone could help remind me of the title.

The movie is a series of moster stories told by a man in a bar. The last story is the one I remember because it scared the heck out of me.

A couple gets lost on the highway and stops in a town engulfed in heavey fog where people are eating animals alive. I remember a white rabbit in particular, and a little blonde girl tied up in chains.

The little girl dies trying to escape, and the couple actually does escape, hitching a ride from a stranger. Unfortunately the stranger lives in the town and brings them right back.

Any ideas?
