80's Killer Eats Canned Dog Food and Electrocutes Women

I watched this horror movie around 1980 and I really want to find it but can't remember the title.
The killer eats canned dog food. At one point, he ties up a naked woman in the basement with electrical cords. The next person that comes in and turns on the lights electrocutes her.
Any ideas?
