I also remember the film's TV spot. Blood Beach is not the title of this film. Close. The sand swirles and the beachgoer gets sucked in. There's also a small creature effect of a 'palm-like' sucker with fangs. Geez, what is the name of this film?

Well, anyway the film I believe you are looking for is entitled Blood Beach (1980). If I remember correctly the coolest thing about this one was the poster.

I am not sure if it's out of print or not. I saw it a long time ago when my mom worked at a small video store in my hometown and that was enough for me. Check on youtube - I am sure they have a clip if you want to confirm if this is the one you are looking for.
