'90s Film: Ghosts in House Play Ring Around Rosey

There's this '90s film I've been trying to find where people are in a big house, dressed in colonial style clothing and one woman drives a jeep-like vehicle.
There's a lot of fog and I also remember a train. The woman finds out she's dead and that she'd crashed into a tree. Everyone in the house is actually dead and at one point they play ring around the rosey.
