90's Freak Show With Deformed Teens and Cartoonish Special Effects

I remember seeing a movie in the early- to mid-90's about a carnival freak show.

Some teenagers go to the carnival, and end up becoming part of the attraction because they are deformed in some way.

The special effects were pretty cartoonish. I think the band 'Green Jelly' was on the soundtrack, or maybe the special effects just reminded me of their look.

I remember one guy had an oozing, pussy head with a horn or something, and was chained up.

Any ideas on the title?
