Abused Boy Grows Up and Burns Women in Basement

My buddy wants to know what the 70's or 80's horror movie is where the killer was abused by his mom when he was a child by burning his hands on the stove.
He laters grows up and tortures women in his basement and burns them. I thought it was Maniac but it's not...I'm stumped.
