Adventures Encounter Islanders with Bulging Eyes, Maybe Based on Cthuhlu

I am seeking the name of a 70's film I saw as a child. It was about a group of adventures who encounter a strange and mysterious set of people with bulging eyes somewhere in the Pacific or Caribbean islands.

I believe the movie was based on H.P. Lovecraft's story, The Call of Cthuhlu.

Does anyone know the name of this movie?

Could it be Warlords of the Deep aka Warlords of Atlantis (1978)? The movie stars Doug McClure. I remember a scene where a bug-eyed warrior throws a small goat into a lake filled with piranha because a female villager had befriended it. Although that scene could be from another movie (if so, I'll try to find it).

Will is this movie in black and white because when I read this I thought of I Walked With a Zombie (1943). This has an island and everything, but its about voodoo, and the zombie have bulging eyes. Good movie.

So can you maybe come up with more details, because this is what comes to mind.
