Animal in Basement Attacks Child in Backyard Swing

I once saw a movie where a large animal lives in a family's basement and it floods along with the yard.
There's a tire swing over the water and it is possible the animal jumps up from the water at a child in the swing. I believe it is a father with two boys.
I can't give anymore details than that. Hope someone can help me, it's been bugging me for years.
