Apartment Horror Movie

I'm looking for the name of a classic apartment horror/thriller film I once saw on television.

The plot involves a woman who is trapped in an apartment in a building, unable to get out. Strange and chilling events start to happen inside the apartment, including the appearance of a man who looks like he is dining on a bird (someone may have been trying to send her mad).

In one scene she desperately writes help on the window with her lipstick but only an old man with poor eyesight notices. Eventually someone comes to save her, and to my memory it ends with another person becoming trapped inside there.

Does anyone know this film!??
