Guy Tied to Chair Gets Feet Boiled

In which film does a man tied to a chair with his mouth gagged have his feet boiled in a pan of boiling water?

In another scene` an older guy is laying in bed with a lady. He goes to go kiss her and snaps her neck. He later talks to a waitress and then the scene goes to her hanging off a bridge and the older guy is asking her questions. After he is done asking her questions he lets go of her and watches her fall to her death.

In another scene` the same older guy is on the side walk or on the street and a guy says something to him. He cuts the guys eye's out with a knife and they guy cries and freaks out.
