'B' Movie Killer Seeks Revenge With Bladed Glove

I can't for the life of me find the movie I watched with my cousins around 1991. I'm not sure how new the movie was when I watched it - it may have been from the 70's or 80's.
Here's what I remember:
1. An old man fashions a glove with blades (kind of like Wolverine's except with two blades instead of three) by cutting off the edges of a saw.
2. The guy who uses this glove punches someone in the face and the two blades go right into the victim's eyes. He then falls on the ground shaking.
3. The man who made the glove also made a mask. When the man he made it for tries it on, he asks something along the lines on 'How do I look?' He sounds a little muffled and the creator switches on a mechanism that allows his voice to be electronic.
4. At one point the fighter with the mask and glove is hurt and sitting at a table unlodging a small piece of metal from his wrist/arm.
I could be wrong, but I think the storyline is about a man who was beat up and his girlfriend raped. He seeks revenge on the group of guys who committed this crime by killing them. With the help of his uncle?/dad?/grandfather?/friend? he uses a mask and glove with two blades. I think I remember the mask reminding me of the band 'Quiet Riot'.
Does anyone recall this movie?
