Baby Thrown to Zombies as Decoy

I need help in identifying a '70s or early '80s movie where zombies (maybe they were crazy people?) have these people under siege and they break in and chase everyone up to the last floor - and one of the people either pushes a mother and child into the zombies or throws a baby down the stairs so he can get away.

The last scene I remember is zombies crossing a bridge at night with city lights visible.

Anyone know of this movie? I know I did not dream this up. But I remember being horrified that the boyfriend/husband threw his girlfriend (maybe she had baby in arms or not) into the zombies/crazy people as they were coming up the stairs so he could get away. Thanks for the help!
