Bald Guy in Army Jacket Cuts Off Body Parts and Throws Into Vortex in '70s Film

I am trying to remember a late '70s movie where a guy is cutting off body parts and throwing them into some light vortex, trying to appease this force. I seem to remember the couple he's after eventually entering the vortex.

The main bad guy has been in other stuff, but cannot remember his name... large nose and forehead, balding, and wearing old army jacket.
