I saw a 90's movie where a mother and father have about six kids and youngest are blond, curly-haired twins.

One of the twins kills the whole family except the father and at the end the father has to kill the murdering twin.

The final scene shows the father exausted at some kind of waterfall or dam. He looks across the street and sees a pregnant woman and says 'Oh no, it's gonna happen again'! Credits roll...
