What was the name of this movie, an old black and white film with a female murderer?

She had a brother but they turned out to be the same person. The characters in the story included a woman who owned a store and liked a man the "sister" liked, which made her jealous she and smashed pictures in the store of the man.

I can't remember any names in the movie. I think the title was one word similar to Disturbia, Delirium, Hysteria, or something similar.
