Blonde Girl in Torn Prom Dress Hit By Car Seeks Revenge

What is the 80's or early 90's movie where a blonde girl in a torn prom dress (looks like Heather O'Rourke if she had grown up) is hit by a car running from a group of guys at night that are taunting her and seeks revenge on them?
In once scene, she is wearing a blue sweater and confronts one of the guys (wearing a black leather jacket) in a chemistry class who is shocked to see her alive. She shoves him into a rack of chemicals that end up melting his face.
I also remember a wooden antique wheelchair.
