Boat Full of Dead Bodies in Cave

I remember watching this movie back in the early 90's about a man who kidnaps a child and takes him to a boat he keeps in a cave in the mountains.

It turns out the boat has a bunch of rotting corpses in it.

A cop shows up to rescue the kid, and finds the boat lying on traintracks.

In the end, the boat goes flying off the mountain.

Does anybody know what this movie is called? I've been searching for it for years.
