Boy Buying Tomatoes Enters Alternate World Where Children are Turned to Goo

I've been trying to find the title of a film where the main character's mother asks him to go to the store to buy some tomatoes, but something goes wrong and suddenly he's put behind the store into a courtroom where the judge says he is guilty and then he falls through the world into another.

In this other world, all the children and slaves and imprisoned and the guards are goo men, very scary. If the children try to escape they are turned into goo!
