Boy Hides on Merry-Go-Round, Man Rips Glowing Pages From Book

I'm trying to remember the name of an old movie I saw as a child.
In one scene, a little boy is hiding on a merry-go-round.
In another scene, a man is ripping pages from a book and they light up as he throws them.
Any ideas?
