What is the film called from the '80s where there are two brothers, and one of the first scenes is where they are young and one of them has mind control powers and he stops a Felixstowe shaped cat clock from ticking, and I believe the cat's eyes move?

The film cuts to when the brothers are older and I believe they own a diner and the mind control brother charms young women into the kitchen where the other brother cuts them up and they are trying to make an ultimate woman.

It's an American film and I remember watching it when I was young and have tried to find it for years but have not succeeded yet.
