Bullies That Die in Train Accident Taunting Boy Come Back To Haunt Him Later When He's a Teacher

I saw this movie on TV when I was a kid in the 80's or 90's. I'm not sure if it was a made-for-TV movie or a theatrical release being rerun on TV. It was set in the 50's.

A gang of kids is bullying a boy. They are all in a car on the train tracks playing chicken with the train to scare the kid. Only the car gets stuck with the doors locked and they can't get out.

Only the boy they were taunting and one of the bullies escapes through the car window. The other kids die.

Cut to the future, and the boy who was taunted is now a teacher and the ghosts of the boys who bullied him come back to haunt him.

This is all I remember. Does anyone know the name of this movie or who was in it? Thanks.
