B&W: Demented Woman With Flapper Hair Cackles at Camera

I'm trying to remember the name of a 20's or 30's black & white German expressionist film that may have been silent.

A woman with short blonde hair (in the wavy 20's flapper style) is looking straight at the camera with a creepy half-grin and possibly one eyeball darker than the other. She looks demented and out of it, and after the close-up the camera starts to spin around her and she starts cackling and laughing.
