Cannibalistic Family

There was a movie that came out around 1999 to 2000 about two brothers that were on death row and escaped on the night of there execution.

They took a family hostage but they turned out to be cannibals and had a dungeon under there house full of "live stock".

I saw it once and I have been looking ever since to buy it. Can you tell me the title?

Are you sure cannibals were involved? I've searched extensively for this and even consulted the pretty comprehensive Cannibal Movie Encyclopedia and found nothing close to matching it, other than Harvesters.
