Care-Giver Turns Old Man Into a Puppet

What is the name of the horror film were a woman visits her dad in an old town, and where ever her dad is there is his care-giver with him? Near the end the woman finds out that her dad had been turned into a puppet and the care-giver had been doing his talking the whole time.

There is also a weird old lady that controls some poltergeist dolls and has a strange name.
