Creepy Pierrot Doll Uses Car Phone

I remember only a couple of scenes about this creepy doll film.
In one scene, a child is rummaging through a closet and suddenly a pierrot doll falls down from the upper shelf. The kid asks if she/he can keep the doll and the family agrees.
In another scene the doll is moving inside a car and reaching for a phone and dialing a number.
I really want to know the name of the movie. Please help me.
