Dear Zombie Master: Cold Weather / Exposure

Dear Zombie Master,
Would a prolonged bout of freezing weather destroy the brain of a zombie? And if that’s the case, wouldn’t a large part of the world be unaffected by the zombie threat?

Although testing has been at a minimum, the results so far have been that when a frozen zombie is thawed it reanimates and continues on its way. You can read 'World War Z' by Max Brooks to find out more.
The good news is that if you can stand the cold weather, the safest place to run to would be the extreme north or south because they are even easier to destroy when they can't move.
