I'm pretty sure I saw a commercial back in the '90s or early '2000s for a movie that has an old man telling another man that the doctors in an insane asylum are making the patients crazy by medicating them to see ghosts or demons.

What is this film?

I think that movie is called Insanitarium. It was released in 2008.
