Drowned Woman Comes Back As Zombie To Find Killers

I remember going to Universal Studios in 1991 to horror make-up show. There they showed a clip from a movie I'd like to remember the name of.

In the movie, a woman drowns in the back of her car in a swamp. She comes back to life to get the people who drowned her.

After the clip, they brought out the dummy of the drowned woman they used in the movie. She looked pretty much like a zombie with a long black dress and seaweed and stuff all over her.

Does anyone know the name of the movie? Thanks.
