Evil Bald Woman Driving School Bus

I have the sketchiest memories of a film from the 80's about an evil bald woman who drives an empty school bus. There is also something about a house, a coffin and lots of blue/green fog.

I keep thinking it's The Gate but it's not. It's one of those cheesy movies that scares you when you're eleven and the memory drives you nuts.
