That sounds like...

...an episode from the series Tales from the Darkside titled 'I Can't Help Saying Goodbye'. In the episode a blonde girl keeps repeating 'Goodbye' to various characters that immediately die. At the very end the older sister is going to take her to the beach or lake and is seen in the kitchen filling a black inner tube with sand while the little girl looks at her own reflection in the mirror and says 'goodbye'.
