Evil Girl Drowns Girl By Wishing Sand Into Her Floatie

I'm looking for a horror film or episode of Alfred Hitchcock Presents about an evil little girl who ends up killing her friend (or a girl she's jealous of).

The evil girl has special powers or something. The other girl was going to the beach one day and couldn't swim but had a ring floatie. The evil girl couldn't go because she was on restriction or something for being bad. So she imagines/wishes the girl's float to be filled with sand instead of air, and the girl drowns.

The evil girl's mom guesses it was her fault.
