Evil Little Girl Kills Mom in Childbirth, Seen in Drawings

Trying to find the title of a movie (maybe made-for-TV) from the late 70's or early 80's, about a little girl that's evil.

She killed her mom during child birth and her twin sister as a baby in the crib. She also pulls a lock of hair out of her older brother's head that she hides behind her back when dad comes around.

The other thing about this movie is that they used pencil drawings for flashback scenes. There's a drawing of the mom's face during child birth that scared the heck out of me for some reason.
