Foster Children Hidden in Attic in Low Budget 70's Film

I've been searching for a low budget 70's film (possibly made-for-TV) about a middle-aged couple that adopts foster children for the money and keeps them in some form of suspended animation in the attic.
The couple 'thaws' the children when state officials come to check on them.
At one point, the handyman is blamed but the truth comes out in the end.
I'm not positive but the word 'Lace' may be in the title.
