Freakish Face in Window Watches Girl in Bathtub

I never saw this movie because I haven't been able to find out what it was, but I did see the trailer and it scared the hell out of me.

The trailer shows a girl bathing in the tub. She's going about her business and dunks her head underwater for a few seconds. Then she surfaces and wipes the water out of her eyes. She looks up at the bathroom window and we get a very brief glimpse of a extremely creepy face (possibly heavily deformed, or wearing a mask) pressed up against it, watching her. The face immediately ducks out of view as we hear the girl scream and the scene fades to black.

I'm 90% sure I saw this trailer sometime during the 90's. I posted this at IMDB a long time ago but got the usual runaround and no answer.
