Girl Held Under Water in Swimming Pool by Bullies, Snakes in Car

My sister is trying to remember this 80's film:
The film is set in a high school where a group of girls bully another girl by holding her under the water of a swimming pool.
In the end, there's a scene with a lot of snakes in the back of a car.
Anyone know this film?
