Girl Locked in Room Infected by Monster in TV

I watched this movie in 2000 or so. One of the scenes is the title of the movie.

There's either a zombie or a vampire, and blood is flowing all over the city. Those that are in contact with it become infected.

In one scene a group of guys head into a car and the monsters attack them from outside.

In another scene, a girl is locked in room watching TV as her friends party outside. One of the monsters comes out of the TV and infects her (no it's not The Ring.
