I'm looking for the title of a late '70s or early '80s horror film about a girl that movies into a town and realizes she's a witch and then goes after another girl practicing black magic.

it does sound like The Craft to me. The girl lives with her dad because her mother died, they move and she meets three goth girls at school who are witches. The leader of the group gets jealous of the new girl after they befriend her and then everything goes bad.
