Girl Rollerskating and Conehead Drool Demon

This is a horror movie that was made sometime in the 70's or 80's and was featured on TV, maybe on the USA Network when they used to air horror movies on Saturday afternoons. Here's what I remeber:

1. There is a scene of a girl rollerskating alone on an empty parking ramp.

2. There is some sort of monster with a cone-shaped head that kills by either drooling or secreting something on its victim's face or body.

Fuzzy memories, but I would really like to know what movie this is. Help!
