Green Lights Rising From Ground are Alien Tentacles

Looking for a movie set in a small town where most everyone is dead and the survivors see green lights rising periodically from ground which kill them (almost cauterizes them when cutting).
If I remember correctly they were legs attached to an octopus looking alien type creature.
Any ideas?
