Hand Coming From Back of Woman's Head Has Eye

What horror movie is it that has a woman who has a hand coming out the back of her head? The hand is suppose to be her undeveloped twin and the hand has an eye in it and it can talk through the woman mouth. The woman's Parents were abortionist.
