'The Hand'

I believe it's The Hand (1981). I watched it when I was younger. The man loses his hand while hanging it out the window while driving I think, and it goes around killing people. I know there is a scene where it chokes a man. I don't remember much more about it.

The movie you are describing may be The Beast With Five Fingers (1946) if it was in black and white. I believe the main actor was Peter Lorre. Also try Suspense series, Episode 1 'Tortured Hand'. I also remember watching these as a child. I hope this will help you.
