Hero Handcuffs Killer To Time Bomb With Hacksaw To Cut Off Hand

I am an editor working with a client on a text in which he refers to a horror film with hacksaws and handcuffs. Not much to go on, I know. I don't personally watch this film genre, but I want to give the film my client refers to credit, if I can. Here is what he has written,

'I remember one particularly unsavory scene where the hero has subdued the villain and handcuffed him to a time bomb. He hands the bad guy a hacksaw and sets the timer for 10 minutes, telling the man that he doesn't have time to saw off the handcuffs. But he does have time (barely) to saw off his hand at the wrist!'

If this sounds familiar, I'd appreciate a title, year, director, cast, anything at all that could help me give credit where credit is due and to beef up the descriptions as best we can.
